On April 16, a bombshell news rocked the U.S. political and business circles: California Governor Gavin Newsom officially announced a lawsuit against the Trump administration over tariff policies. The news, like a boulder thrown into a calm lake, sent shockwaves across the nation, instantly drawing intense scrutiny from all sectors.
Governor Newsom fiercely criticized the Trump administration’s “abuse of tariff policies” as “crossing legal red lines,” causing severe disruption to the U.S. economic order. California’s unprecedented legal action makes it the first state in the nation to challenge the Trump administration’s tariffs through the courts.
In a sharply worded statement released by the Governor’s office, California accused the Trump administration of overstepping its authority by unilaterally imposing tariffs—including 10% additional duties on all or parts of goods—on Mexico, China, Canada, and other nations.
The statement emphasized that Trump’s use of the *International Emergency Economic Powers Act* to justify tariffs was both legally unsupported and historically unprecedented. The lawsuit, filed in the U.S. District Court for the Northern District of California, explicitly demands that the court declare the tariffs unlawful and block their continued enforcement.

Newsom lamented in the statement that Trump’s “illegal tariffs” have unleashed a devastating storm on California’s families, businesses, and economy. Rising prices driven by tariffs have sharply increased living costs for ordinary citizens, while businesses face mounting challenges, with many forced to lay off workers, threatening employment stability. The tariffs have also severely disrupted supply chains, costing California’s economy billions of dollars in losses.
Notably, California holds a pivotal position in the U.S. economic landscape. Data shows that California is the nation’s strongest economy, with a GDP of $3.9 trillion in 2023. In trade, the state’s total imports and exports approached $675 billion in 2024, making it the largest importing state in the U.S.
On exports, Mexico, Canada, and China are California’s top three destinations, accounting for over one-third of the state’s $183 billion export total in 2024. Such massive economic scale and extensive trade ties mean California suffers disproportionately under Trump’s tariff policies.

California’s lawsuit not only defends its own interests but could also spark a nationwide ripple effect, setting a precedent for other states dissatisfied with the tariffs. The ensuing political and legal battles over U.S. tariff policies are poised to intensify, and the drama is far from over.
