Qualification Certificate for Customs Clearance

CE certification
The CE mark is a safety certification mark that is considered a passport for manufacturers to open and enter the European market.
In the EU market, the "CE" mark is a compulsory certification mark. Whether it is a product produced by an enterprise within the EU or a product produced by other countries, if it wants to circulate freely in the EU market, it must be affixed with the "CE" mark to show that the product meets the basic requirements of the EU "New Method of Technical Coordination and Standardization" Directive.

COC
COC(Certificate of Conformity) product conformity certificate. In order to ensure the quality of imported products, prevent unsafe and inferior products from entering the country to endanger national health and safety, and take into account the protection of the environment, some countries require exporters/importers to entrust a third-party inspection and certification agency to test and inspect the products before the products are shipped, and issue product conformity certificates (I .e. COC certificates) to products that meet the standards of the importing country, so that the goods can be cleared smoothly in the importing country, otherwise they will not be imported. If the COC certificate is not provided as required, the goods will face heavy fines at the port of destination.
Which countries need to do COC certification?
Many countries in the world have implemented and formulated mandatory regulations for imported goods. The certificates issued are somewhat different in name, but in fact they are similar. They can be understood as COC certificates. Nigeria (called SONCAP Certificate, or SC), Kenya (COC), Tanzania (COC), Botswana (COC), Egypt (called Certificate of Inspection), Côte d'Ivoire (COC), Ghana (COC), Ethiopia (COC), Saudi Arabia (COC), Algeria (COC), Kuwait (TER); TIR), Uganda (COC), Russia (GOST-R), Qatar (COC), Bangladesh (COC), Iran (COC), etc.
One thing to note here is that not all products need to do this product conformity certificate, depending on which country to export and whether this country requires COC certificate clearance for the product.
Saudi Arabia SABER
SABER certification refers to a conformity certification assessment program for non-Saudi domestic enterprises (I. e. enterprises exporting to Saudi Arabia). It is based on the original SASO certification upgrade, but also to replace the "SASO certification" of the new certification accreditation program.
Note: From January 15, 2020, "SABER certification" will completely replace the old "SASO certification". All products must be SABER certified to clear customs smoothly. According to SABER certification requirements, products will be based on high, medium and low risk categories, the use of different compliance inspection procedures, according to different inspection procedures, including parts in line with different standards, such as test reports and other inspection information, and by different accreditation agencies.
SABER certification process, the product must first apply for PC certificate, shipment time for each batch of products to apply for SC certificate. There are mainly two stages. The first stage is the application for PC certificate (Product Certification). The importer registers the SABER system account number and inputs the application information into the SABER system. The importer selects a license issuing agency in the SABER system. After receiving the application, the license issuing agency contacts the exporter to provide the certification documents. The license issuing agency submits the approved documents to the SABER system and issues the PC certificate with a validity period of one year. In the second stage of SC certificate (Shipment Certification) application, the importer submits the SC application through the SABER system; after the issuing authority confirms the validity of the PC certificate, the importer pays the SC certification fee and issues the SC certificate, which is only for the goods imported in that batch.
