Trump emphasized when signing the memorandum: "For the sake of fairness, I have decided to impose reciprocal tariffs, which means that regardless of how much other countries impose tariffs on the United States, we will impose the same tariffs on them, neither more nor less." This statement seems simple, but it actually contains a complex trade game signal.

It is reported that the "reciprocal tariffs" proposed by Trump are not "one-size-fits-all", but will be "tailor-made" for each trading partner according to five different aspects. These five aspects cover the level of tariffs imposed by trading partners on US products, whether there is unfair taxation, the cost burden imposed on US businesses and consumers by their policies, the exchange rate situation, and other unfair trade practices identified by the US Trade Representative Office. This "customized" tariff policy will undoubtedly bring new uncertainties to the global trade pattern.

However, the memorandum did not provide a clear indication of the specific time for the imposition of "equivalent tariffs." Some analysts believe that the equivalent tariffs announced by Trump will not be imposed immediately, but the signing of the relevant memorandum marks the official start of the Trump administration's process of formulating relevant tariffs. White House officials revealed that Trump hopes to implement this tariff measure as soon as possible, suggesting that the time required is "weeks" rather than "months." The memorandum also pointed out that the US's policy goal is to "reduce the large and persistent merchandise trade deficit" and to resolve "other unfair and imbalanced trade issues" with foreign trading partners.

According to The New York Times and The Hill, the new reciprocal tariffs will be based on a series of trade measures taken by countries that engage in trade with the United States. This includes the level of tariffs imposed by other countries on the United States, subsidies provided to domestic industries, exchange rate policies, and any actions deemed unfair by the United States. Previously, on February 10, Trump signed a document announcing the imposition of a 25% tariff on all imported steel and aluminum from the United States, and claimed that he would impose so-called "reciprocal tariffs" on products such as chips, cars, and medicines.

This series of tariff measures has triggered strong opposition from the allies of the United States. Canada, Germany, Japan and other countries have all said that these tariff measures will seriously damage the multilateral trading system, seriously hinder the development of the world economy, and that the United States and its trading partners will suffer huge economic losses as a result.
