It will take effect soon! The country will cancel the tax exemption for low-priced goods! Or it will affect the freight rate!

Vietnam is one of the ten fastest-growing e-commerce markets in the world. The size of the e-commerce market is estimated to be US$22 billion in 2024 and is expected to expand to US$45 billion by 2025. The rapid growth of Vietnam's e-commerce market makes it one of the fastest-growing major national markets in Southeast Asia.

Since February 18, 2025, Vietnam will cancel the value-added tax exemption policy for low-value goods imported through express delivery. Previously, goods with a value of less than 1 million Vietnamese dong (about 288.8 yuan) could be imported tax-free through express delivery.

This policy adjustment aims to curb the growth of imported goods bypassing local taxes, ensure the consistency and sufficiency of national tax policies, and encourage consumers to choose domestic products.

According to China's customs data, the bilateral trade volume between China and Vietnam exceeded 260 billion US dollars in 2024, and China has maintained the status of Vietnam's largest trading partner for more than 20 years. After Vietnam abolished the duty-free policy, the cost of Chinese goods may increase by 10% to 20%, which will have an important impact on the import and export of goods between the two countries and affect freight rates.

This policy adjustment by the Vietnamese government may create short-term pressure on businesses and consumers that rely on cross-border parcel trade. The Vietnamese government emphasizes that this move will improve tax collection efficiency and help build a more regulated e-commerce business environment. Therefore, cross-border e-commerce sellers should pay close attention to the dynamic changes in tax policies and regulatory requirements in their target markets and adjust their business strategies according to the latest policy adjustments.

The rapid growth of Vietnam's e-commerce market and policy adjustments have brought new opportunities and challenges to China-Vietnam trade. Cross-border e-commerce sellers need to be flexible to maintain their competitiveness in the Vietnamese market.
