Scope of application

This guide is applicable to outbound bamboo, wood and grass products production enterprises (production, processing and storage enterprises of outbound bamboo, wood and grass products) and outbound bamboo, wood and grass products (including bamboo, wood, rattan, willow, grass, awn and other products).

Enterprise Requirements

The customs implements a registration system for outbound bamboo, wood and grass products production enterprises. Enterprises that intend to engage in the production of outbound bamboo, wood and grass products apply to the local subordinate customs, and enter the online submission of application materials through the "Internet Customs" integrated online service platform, or go to the local customs Window processing. Bamboo, wood and grass production enterprises that have not yet obtained the qualification for registration may be subject to the customs to accept the declaration of the enterprise, but each declaration of exit shall be subject to on-site inspection by customs personnel, and shall not be released if the quarantine fails. At the same time, the customs implements dynamic classification management on the outbound bamboo, wood and grass products production enterprises, and divides the enterprises into one, two and three categories.

Enterprise Application Conditions

(1) The plant area shall be clean and sanitary, and the ground of roads and sites shall be hardened and free of water;

(2) The layout of the plant is reasonable, and the raw material storage area, production and processing area, packaging and finished product storage area are clearly divided and relatively isolated;

(3) There is a relatively independent storage place for finished products, the finished product warehouse/area is clean and sanitary, the products are neatly stacked, and the identification is clear;

(4) Have corresponding epidemic prevention and control measures, and the ability to deal with epidemic prevention and control is commensurate with the number of people leaving the country;

(5) Equipped with qualified factory inspectors trained by the customs, familiar with the production process, and can do the relevant epidemic prevention and self-inspection work as required;

(6) Establish a quality management system or system, including health and epidemic prevention system, raw and auxiliary materials qualified supplier evaluation system, traceability management system, factory inspector management system, self-inspection and self-control system, etc.

Enterprises need to provide materials

(1) Application Form for Registration of Outbound Bamboo, Wood and Grass Products Production Enterprises;

(2) Enterprise plant floor plan and brief description. It is required to indicate the raw material storage place, production and processing workshop, packaging workshop, finished product warehouse, main production equipment or facilities of the enterprise;

(3) the production process flow chart, including the technical indicators of each link and related instructions;

(4) List of main raw and auxiliary materials used in the production and processing process, self-inspection and self-control plan.

Declarationand quarantine

The outbound consignor of bamboo, wood and grass products or his agent shall declare through the China (Shaanxi) International Trade Single Window https://www.singlewindow.shaanxi.cn and provide relevant documents as required.

quarantine basis

(1) Bilateral quarantine agreements (including agreements, memorandums, etc.) signed between China and the importing countries or regions;

(2) the provisions on the quarantine of bamboo, wood and grass products of the importing country or region;

(3) China's quarantine regulations on outbound bamboo, wood and grass products;

(4) Quarantine requirements specified in trade contracts, letters of credit, etc.

Note:

1. Wooden handicrafts exported to the United States shall be inspected in accordance with the requirements of relevant documents, and their transport packages shall have an identifiable product manufacturer's logo, which shall include the enterprise registration number and production batch information.

2. The goods to be transported to Australia shall be inspected in accordance with the requirements of relevant documents. The goods to be fumigated shall be implemented by the enterprise that has obtained the fumigation qualification to be transported to Australia. The fumigation certificate shall indicate the name or code of the fumigation enterprise in Chinese and English, the use of plastic packaging, plastic wrap, impervious water surface and wood thickness, etc.

Release Certificate

After on-site inspection by customs officers, those who pass the quarantine inspection shall be issued with electronic accounts and documents for customs clearance as required. If the quarantine fails, it shall be handled by effective methods and re-inspected and quarantined, it shall be released as required and the electronic bottom account and documents for customs clearance shall be issued as required; if it is still unqualified after re-quarantine or there is no effective quarantine and de-pest treatment method, the Notice of Unqualified Goods for Exit shall be issued and no exit shall be allowed.
