From June 15, the country will require ECTN certificates for all imports and exports.

The Djibouti Ports and Free Zone Authority (Djibouti Ports and Free Zone Authority) issued an official announcement recently, stating that as of June 15, all goods unloaded in the port of Djibouti must have an ECTN (Electronic Cargo Tracking List) certificate, regardless of the final destination.

The Port of Djibouti is a port in Djibouti, the capital of the Republic of Djibouti. It is located at the crossroads of one of the world's busiest shipping routes, connecting Europe, the Far East, the Horn of Africa and the Persian Gulf.

The port is an important bunkering and transshipment center and a major seaborne outlet for neighbouring Ethiopia's imports and exports. An estimated 2500 ships pass through and call at the port every day.

Djibouti's economy relies heavily on the strategic location of its port, as about 1/3 of the world's daily shipping passes through the northeastern edge of Africa.

The port has been at the center of a legal dispute between port operator DP World and the Djibouti government since a 2018 presidential decree revoked DP World's port concession.

It is understood that some African countries require an official loading document, the Electronic Cargo Tracking List (ECTN).

ECTN certificates contain in-depth information about products, including how they were transported between ports and how long it took.

The Djibouti Port Authority has decided to implement DJIBOUTIECTN procedures for all goods destined for the port of Djibouti. As of June 15, 2023, the Djibouti CTN will be mandatory and the shipper, exporter or freight forwarder should apply for it from the port of origin.

Before arriving at the port, each consignment must be accompanied by an ECTN certificate. With this certification, the authorities at the port of destination receive all the necessary information prior to the arrival of the goods, facilitating customs clearance of your products.

In addition, each bill of lading must also indicate the corresponding ECTN tracking number. Otherwise, problems may occur during the customs clearance and transshipment of the goods.

According to data from CTN website in Djibouti, the cost for ECTN certificate is USD100/TEU;USD 150/FEU.
