On July 8, 2025, U.S. President Donald Trump takes to social media to post letters to Japanese Prime Minister Shigeru Mori and South Korean President Lee Jae-ming. The United States will impose a 25 percent tariff on all Japanese and Korean exports to the United States from August 1, 2025, while imposing a 36 percent tariff for all Thai exports to America.

 

In addition, Trump warned 14 countries that any attempt to transship goods through third countries to avoid tariffs will be subject to higher tariffs, and if those countries raise their tariffs on the United States, the United States will add the same amount to the existing rate.

 

Compared with the "reciprocal tariff" rates announced by Trump on April 2, South Korea's 25% tariff rate and Thailand's 36% tariff rate remain unchanged, while Japan's new tariff rate is increased by 1 percentage point from the original 24% tariff rate.

 

Faced with the new tariffs, Japan, South Korea and Thailand have expressed their desire to speed up trade talks with the United States in the three weeks before the new rules take effect on August 1.

 

South Korea plans to speed up trade negotiations with the United States: South Korea's Ministry of Industry, Trade and Resources issued a statement on July 8 saying it will intensify negotiations in the remaining time with the United Sates to reach a mutually beneficial outcome, thereby quickly resolving the uncertainty caused by the tariffs. At the same time, South Korea also plans to use the negotiations as an opportunity to improve domestic systems and regulations, address the trade deficit concerns of the United States, and advance the manufacturing renewal partnership between the two countries to promote key industries.

 

Japan continues to press ahead with trade talks with the United States: Japanese Prime Minister Shigeru Shimizu said on July 8 during a meeting with cabinet ministers on tariff strategy, Reuters reported. While Tokyo and Washington have yet to reach an agreement, talks between the two sides have made some progress, helping Japan avoid tariff rates that Trump recently proposed that could range from 30 or 35 percent.


Japan will continue to negotiate with the United States to seek a bilateral trade agreement that is beneficial to both countries, and will move forward negotiations quickly by the August 1 deadline, Mr. Shi said, and the United States may revise the content of the letter based on Japan's response.

 

Thailand ramps up trade concessions for preferential tax rate: Thai Finance Minister Bichai says Thailand has presented its latest trade proposal to the United States, It pledged to cut its trade surplus with the US by 70 per cent over the next five years and to strive to balance trade within seven to eight years to avoid US tariffs of up to 36 per cent on Thai products. Thailand wants the tariff to remain in the "ideal range" of 10%, and is willing to accept adjustments of between 10% and 20%.

 

Thailand is expected to formally submit the revised plan by next Wednesday in an effort to reach a compromise with the United States by the deadline. Thanakorn, president of the National Shippers Association of Thailand, said Thailand could be at a disadvantage in export competition with Vietnam if it negotiates a similar agreement and secures a similar tax rate, so the Thai International Trade Union recommended that the government negotiate a 15 percent tax rate with the United States to remain competitive.
