Suddenly! The US side claims that trade negotiations between China and the United States have come to a standstill | Shipping export logistics

May 30,2025

On May 29th Eastern Time, US Treasury Secretary Scott Besant admitted in an interview with Fox News that the US China trade negotiations are currently deadlocked. He said that breaking this deadlock may require direct communication between the leaders of the two countries, and he believes that more talks will be held between the two sides in the coming weeks, and there is even a possibility of facilitating a phone call between the leaders of the two countries.

Besent believes that given the scale and complexity of the talks, it is necessary for the leaders of the two countries to weigh each other. He mentioned that President Trump has a good relationship with Chinese leaders, and once Trump expresses his position, China is expected to return to the negotiating table.

It is worth noting that after the escalation of trade tensions between China and the United States last month, Besent actively promoted and facilitated a breakthrough trade agreement in Switzerland on May 12th, in which both sides agreed to cancel more than 100% of tariff increases within 90 days. However, after the talks, the United States quickly took a series of measures to suppress China.

In the field of chips, the US Department of Commerce has issued guidelines attempting to globally ban Huawei's Ascend AI chips on the grounds of alleged violations of export controls. In the field of semiconductor software, the United States has requested chip design software companies to stop selling products to China, affecting companies such as Kaiden Electronics, Xinsi Technology, and Siemens EDA. In addition, this week the Trump administration announced that it will begin revoking visas for Chinese students.

In terms of trade tariffs, the US International Trade Court ruled that most of the tariffs imposed by Trump under the Emergency Powers Act exceeded his authority, revoked and permanently banned their implementation. But within 24 hours, the Federal Circuit Court of Appeals resumed tariffs and suspended the enforcement of the International Trade Court's ruling to consider the Trump administration's appeal. The appellate court requires the plaintiff to respond by June 5th, and the Trump administration to respond by June 9th.

Since reaching an agreement with China in mid May, the Trump administration has focused on tariff negotiations with other major trading partners, including India, Japan, and the European Union. However, the tariff ruling by the US International Trade Court may prompt countries to adopt a wait-and-see attitude, putting the Trump administration in a passive position in tariff negotiations.
