A: According to the Model Regulations of the United Nations Recommendations on the Transport of Dangerous Goods (TDG), different United Nations numbers (UN numbers) are assigned to various dangerous goods according to their hazardous characteristics and regulatory requirements, and lithium batteries are divided into three main categories according to their working principles and modes of transport:
One is a separate transport of lithium batteries: can be divided into two types of lithium metal batteries and lithium-ion batteries, respectively, corresponding to the United Nations number UN3090 and UN3480.
The second is the lithium battery installed in the equipment: the same according to the lithium metal battery and lithium ion battery two categories, respectively, corresponding to the United Nations number UN3091 and UN3481.
Third, lithium battery-driven vehicles or self-propelled devices, such as common electric vehicles, electric bicycles, balance bikes, electric wheelchairs, etc., corresponding to the United Nations number UN3171, UN3556, UN3557, etc. (the United Nations number of lithium battery vehicles is in the process of adjustment).

What are the domestic and foreign regulations and standards involved in the supervision of lithium batteries?
A: First, it is required by international regulations. Including the United Nations "Recommendations on the Transport of Dangerous Goods-Model Regulations" (TDG), "International Maritime Dangerous Goods Code" (IMDG Code), "Air Transport Dangerous Goods Safe Transport Technical Rules" (ICAO-TI) and other international freight regulations, lithium batteries belong to category 9 dangerous goods. Except for exemptions from the use of dangerous goods packaging, lithium batteries should be packaged in dangerous goods that comply with international regulations during transportation.
The second is the requirements of domestic laws and regulations. According to the relevant provisions of the "the People's Republic of China Import and Export Commodity Inspection Law": lithium battery packaging manufacturers are required to apply to the local customs for the performance inspection of dangerous goods packaging, and after passing the inspection, the customs will issue the "Export Dangerous Goods Packaging Performance Inspection Results Sheet". Before exporting, lithium battery enterprises need to purchase the corresponding dangerous goods packaging from the packaging production enterprises that can provide the "Export Dangerous Goods Packaging Performance Inspection Results Sheet. After the lithium battery packaging is completed, apply to the local customs for the identification of the use of dangerous goods packaging, and after the identification is qualified, the customs will issue the "Export Dangerous Goods Packaging Use Identification Results List", which is commonly known as the "dangerous package certificate".

Lithium battery exemption "dangerous package card" what are the conditions?
A: according to the requirements of international regulations, the export of lithium battery exemption "dangerous package certificate" mainly has the following two situations:
First, lithium batteries in electric vehicles, electric bicycles and other vehicles can be exempted from dangerous goods packaging requirements.
Second, the battery rated capacity or lithium content is less than a specific value of the lithium battery. For lithium metal batteries or lithium alloy batteries, the lithium content does not exceed 1g, and for lithium metal or lithium alloy batteries, the total lithium content does not exceed 2g. For lithium-ion batteries, the watt-hour ratio does not exceed 20Wh, and for lithium-ion batteries, the watt-hour ratio does not exceed 100Wh.
The above-mentioned batteries are exempted from the packaging requirements for dangerous goods on the basis of meeting the corresponding provisions in Article 188 of the special provisions of the International Maritime Dangerous Goods Code (IMDG Code).
In particular, it should be noted that this exemption only exempts the "dangerous package certificate", but the outer packaging of lithium batteries still needs to be marked with the watt-hour ratio and the appropriate lithium battery mark.
What are the requirements for the supervision of lithium battery export ports?
Answer: Lithium batteries are at the export port, and the port customs will check the "dangerous package certificate" issued by the local customs, mainly checking whether the information of the "dangerous package certificate" for the export of lithium batteries is consistent with the actual goods, including the type of packaging, UN mark, lithium battery mark, actual export quantity, etc.
Judging from the common violations of lithium batteries in export, it is found that the main problems are: in the case of not meeting the exemption conditions, the "dangerous package certificate" is not applied as required, and the corresponding "dangerous package certificate" cannot be provided in the port inspection link ". In addition, there are some lithium battery packaging on the lithium battery mark is covered, or not marked as required.

Does TDG Special Provisions 188 (h) include equipment weights?
Answer: Article (h) of the special provisions 188 only for the case of separate transportation of batteries, and it is the total weight or gross weight of the package.
Can the lithium battery shipping label be printed on a4 paper by yourself?
Answer: It is not recommended to use A4 paper for printing, which is easy to break or fall off. Shipping requires that the shipping label remain clearly visible after being soaked in seawater for more than 3 months.
Is the category 9 shipping label in TDG including the outer frame dotted line, and is the marking without dotted line unqualified?
A: According to the labeling provisions of 5.2.2.2, Volume II of the United Nations Model Regulations on the Transport of Dangerous Goods, there is no need to mark the outer edge with a dotted line when the label is affixed to the contrast color.
Lithium battery in line with the general cargo transport conditions, whether the need to attach a transport label?
A: The different requirements for specific goods can refer to the specific provisions of the United Nations Model Regulations on the Transport of Dangerous Goods. When lithium batteries are 188 with special regulations, other provisions of the Model Regulations are not applicable, and the "dangerous package certificate" can be exempted, but lithium battery marks (I .e. red dotted border, battery pack and black pattern on fire) are required.
If the lithium battery pack meets the 188 exemption clause, does the single window declaration need to check the dangerous goods?
Answer: The lithium battery pack meets the 188 exemption clause, which means that there is no need to apply dangerous goods packaging for transportation, but the goods themselves are still dangerous goods. According to the declaration requirements of customs regulations, it is recommended to check dangerous goods in a single window when declaring.
How to use the lithium battery energy storage cabinet whose size exceeds the identification range of dangerous goods packaging?
Answer: For the storage cabinet goods that belong to the internal lithium battery, because there is no outer packaging, it does not belong to the scope of dangerous goods packaging inspection, and there is no need to submit information to the customs to apply for the use of dangerous goods packaging identification.
Can imported lithium ion batteries be imported with UN38.3 license?
A: Imported lithium batteries do not need to implement dangerous goods packaging inspection.
According to IMDG, the exemption clause of lithium battery is not only SP188, but also other exemption clauses such as SP310 are applicable?
Answer: The export of lithium batteries should comply with the corresponding international transportation rules according to the mode of transportation. If the product meets the corresponding conditions, the exemption clause can be applied.
