On the 13th, according to information disclosed on the official website of the European Commission, European Commission President von der Leyen (von der Leyen) said in his fourth "State of the Union address" to the European Parliament that the European Commission will launch a countervailing investigation into electric vehicles imported from China.

China's rapid development of electric vehicles

Measures to be implemented within 13 months

According to reports, von der Leyen said in his speech, "the global electric vehicle market is full of affordable Chinese cars, and their prices are low because they have received huge state subsidies, which are distorting our market." At the same time, von der Leyen also stressed, "We must keep a clear mind about the risks we face."

In his speech, von der Leyen also mentioned the importance of electric vehicles to the EU's ambitious environmental goals. "Electric vehicles are related to our environmental economy and have huge potential in Europe. Therefore, Europe is open to competition for electric vehicles, but does not accept 'downward competition '." Von der Leyen said.

According to the European Commission, the anti-subsidy investigation must be implemented within 13 months of its initiation. Interim measures must be implemented no later than nine months, and final measures will be implemented within the following four months, if permitted by law.

At the just-concluded 2023 Munich Auto Show, the number of Chinese companies participating in the exhibition was nearly twice that of 2021. The "anti-customer" of Chinese car companies at the 2023 Munich Auto Show may make the EU determined.

EU-China Chamber of Commerce expresses opposition

The European Chamber of Commerce in China immediately expressed high concern and opposition to the European Commission's decision and urged the European side to take an objective view of the development of China's electric vehicle industry.

China's electric vehicles and upstream and downstream industrial chain companies continue to innovate, and have accumulated overall industrial advantages in the fierce Chinese local market, providing consumers with high-end, cost-effective electric vehicles that can meet different needs. The EU should take an objective view of the development of China's electric vehicle industry, rather than arbitrarily using unilateral economic and trade tools to prevent or increase the development and operating costs of Chinese electric vehicle products in Europe.

The opening of the European market should be reflected in concrete actions and should provide a fair, just and non-discriminatory business environment for foreign enterprises. A market exclusion based solely on the source of the product would be contrary to the EU's WTO commitments.
