Tianjin Lingang Comprehensive Bonded Zone and Shangrao Comprehensive Bonded Zone Approved for Establishment

On June 5, 2023, the State Council approved the establishment of Tianjin Lingang Comprehensive Bonded Zone and Shangrao Comprehensive Bonded Zone.
It is understood that the Shangrao Comprehensive Bonded Zone has a planned area of 0.55 square kilometers. It is the fifth comprehensive bonded zone approved in Jiangxi Province after Nanchang, Ganzhou, Jiujiang, and Jinggangshan Comprehensive Bonded Zones.

About the comprehensive bonded area:
The comprehensive bonded area is a special customs supervision area approved by the State Council. The customs shall supervise and manage the means of transportation, goods and their outer packaging, containers, articles and enterprises in the comprehensive bonded area in accordance with relevant regulations.
Enterprises in the comprehensive bonded zone may carry out the following businesses according to law:
(I) research and development, processing, manufacturing and remanufacturing;
(II) inspection and maintenance;
(III) storage of goods;
(IV) logistics distribution;
(V) finance lease;
(VI) cross-border e-commerce;
(VII) merchandise display;
(VIII) international re-export trade;
(IX) international transit;
(X) port operations;
(11) Bonded delivery of futures;
(12) Other businesses that may be carried out in the zone as prescribed by the State.
Goods exchanged between the comprehensive bonded area and other comprehensive bonded areas and other special customs supervision areas and bonded supervision places shall be bonded.
Goods transferred between the comprehensive bonded area and other comprehensive bonded areas and other special customs supervision areas or bonded supervision places shall not be subject to customs duties and import link taxes.
At present, the comprehensive bonded zone is a special customs supervision area with the highest degree of openness, the most preferential policies and the most complete functions in China, which plays an important role in developing foreign trade, promoting industrial transformation and upgrading, and building an international and domestic double cycle development pattern.
