Export of Modified Vehicles = Export of New Vehicles
A common misunderstanding: “Modified vehicles can avoid new vehicle export regulations.” This is wrong!
Official rules clearly state: All modified vehicles for export must be inspected under new vehicle standards. It is strictly prohibited to export ordinary passenger cars with only cosmetic modifications (body kits, wheels, film) or zero-kilometer new vehicles falsely labeled as “modified vehicles”. Violators will have their export qualifications revoked.

1. Valid Enterprise Qualification
Your company must meet basic requirements:
Be a modified vehicle manufacturer listed in MIIT’s Road Motor Vehicle Manufacturers and Products Announcement, or an authorized exporter;
Have complete import & export rights, including foreign trade operator filing, customs registration, and electronic port registration;
Be a general VAT taxpayer with export tax refund eligibility;
Have actual modification & production capacity matching export volume (random inspections apply).
2. Complete Dual Certifications (Red Line)
Modified vehicles must hold both certificates:
MIIT Announcement: The modified model must be listed, with model and parameters fully matching the announcement;
CCC Certification: Valid national compulsory product certification for the fully modified vehicle (not the original vehicle). Any parameter change requires re-certification.
3. Genuine & Verifiable Modification
False modification is strictly targeted. Full supporting documents required:
Detailed modification description (function, technical parameters, purpose);
Before-and-after photos (front, front-left, side, rear);
Clear nameplate comparison (VIN, brand, model, gross weight);
Chassis/vehicle purchase contracts and VAT invoices;
Special modification equipment purchase contracts and invoices;
Stamped MIIT announcement parameter page;
Stamped valid CCC certificate.
4. Legal Source & Truthful Declaration
Legitimate source of chassis/vehicles with complete procurement chain and formal invoices;
Truthful and consistent declaration (brand, modified vehicle brand, specific model such as “truck-mounted concrete pump truck” — not just “modified vehicle”);
No false declaration or fake modification. Violations will result in rejection and bad credit records.
5. Compliance with Destination Country Requirements
Meet local certifications: EU EC, US DOT, Middle East GCC, South Africa SABS, etc.;
If no local certification is required, provide a signed and stamped statement confirming compliance with local standards.
