Customs Reminds: Do Not Underreport New Declaration Elements in 2022

Standardized declaration is a basic work for customs tax collection and management, "self-reporting and self-payment" and the realization of "two-step declaration", and it is also a "severe disaster area" for the majority of enterprises to make declaration errors ". This year coincides with the transfer of the "Harmonized System". The 2022 version of the "the People's Republic of China Customs Import and Export Commodity Standard Declaration Catalog" (hereinafter referred to as the "Standard Declaration Catalog") has been greatly adjusted compared with the past. This issue will show you what are the main adjustments and what matters should enterprises pay attention?
Some of the new reporting elements in 2022 should not be omitted.
New elements related to genetically modified in some agricultural products in (I)
Genetically modified commodities are a hot spot of general concern to the people, and they are also a factor affecting prices. The 2022 edition of the "Standard Application Catalog" adds new elements to corn, rapeseed, cotton and other commodities under items 1005, 1205, 1209, 2306, 5201, and 5203: "Please indicate the transfer (non-transfer) gene".
New elements related to approval and registration of some drugs in (II)
In order to cooperate with my country's value-added tax policies for anticancer drugs and rare disease drugs, the 2022 edition of the "Standardized Declaration Catalog" adds new elements for drugs under item 3002, 3004, etc.: "1. Whether it has been approved for registration by the national drug regulatory authority Please indicate; 2. If the registration is approved, please declare the valid registration certificate number". Enterprises are requested to fill in the registration truthfully according to the registration approved by the State Drug Administration.
(III) Some Beverages and Liquor Products Added Factors Related to Food Quality
With the development of the market and the changing demand, there are many factors affecting the quality of beverages (including wine), including the date of production, the age of the year, the use of wine barrels (referring to the aging of oak barrels such as Boben barrels and Shirley barrels) and so on. The 2022 edition of the "Standard Application Catalogue" adds new elements for non-alcoholic beverages under item 2201 and item 2202: production date; New elements for whisky under sub-item 2208.3: aging year and use in barrels.
(IV) New Barcode Elements for Some Imported Commodities
In order to facilitate the enterprise declaration, improve the accuracy of enterprise declaration. New elements for some imported infant food, pasta, biscuits, beer, wine, cosmetics and other commodities: "GTIN code". If the declared commodity has no commodity bar code, fill in "no GTIN".
The following elements do not need to be reported again.
(I) delete price element "Pricing Method" and "Secondary Settlement"
In accordance with the relevant provisions of the Announcement on Issues Relating to the Determination of the Dutiable Price of Formula-priced Imported Goods (General Administration of Customs Announcement No. 44 of 2021), the "Price Description" column is added to the customs declaration, with options including "Formula Pricing Confirmation" and "Provisional Price Confirmation". In order to avoid secondary declaration, the 2022 edition of the "Standard Declaration Catalogue" no longer requires the above elements to be filled in the specification and model column.
(II) deletion of specification elements for some textiles
In order to further simplify the declaration of elements and improve the fit between the declaration elements and the classification of commodities, the 2022 edition of the "Standard Declaration Catalogue" has deleted such elements as "width", "whether to weave" and "whether to open a skirt" from some items of textile categories. For details of specific adjustments, please refer to the original text of the "Standard Declaration Catalogue.
There are also some declaration elements have been optimized and adjusted.
(I) adjustment of Chinese and foreign language brand declaration requirements
Brand element is the hardest hit area for enterprise standard declaration errors in the previous year. In order to facilitate enterprise declaration, the 2022 edition of the "Standard Declaration Catalogue" adjusted the original element "brand (Chinese and foreign name)" to "brand (Chinese or foreign name)". Enterprises can choose a common language to declare brands according to the actual situation, and finally there is no need to worry about missing reports.
Elements of use of (II)-adjusted integrated circuits
In order to adapt to the classification standards of the semiconductor industry, the 2022 edition of the "Specification Application Catalogue" adjusts the "use" of the original elements of integrated circuits under sub-item 8542.3 to "application scenarios". Enterprises can fill in consumer electronics, computer systems, mobile phone terminals, Communications, automobiles, medical and health care, other industries, general-purpose models, etc. according to the actual situation, finally, there is no need to worry about the embarrassing situation of being unable to know the specific purpose and being difficult to declare accurately.

Standardized declaration is the obligation of import and export enterprises, a basic management requirement of the customs for the declaration of import and export goods, and an important basis for promoting trade facilitation. The contents of the enterprise declaration must comply with the provisions of the "the People's Republic of China Customs Import and Export Goods Declaration Form Filling Specification" and "the People's Republic of China Customs Import and Export Commodity Standard Declaration Catalog", and meet the requirements of customs classification, price review, trade control, and supervision.
