Saudi Arabia's New Regulation: SABER System Certificate Required for Export Goods from 2025

According to the Saudi Arabian Standards Organization (SASO) the most recent notice, since2025Year1Month1From now on, all goods exported to Saudi Arabia must pass through.SABERThe system submits the application and obtains the product conformity certificate (PCoC) and batch certificates (SC). The new regulation aims to ensure that imported goods meet the quality and safety standards required by Saudi Arabia for smooth customs clearance.

Note that the original available commitment letter (Undertaking letters) will no longer apply to the customs clearance process.SABERThe certificate needs to be issued before the arrival of the goods in Saudi Arabia, and any attempt to obtain a certificate after the arrival of the goods will be considered a violation. Therefore, it is recommended that the trading parties apply for the required certificates as soon as possible before the shipment of the goods, so as not to affect the normal customs clearance.
