Attention! A large number of China's export enterprises have been pulled black!

According to Caixin, local time on August 23,The Bureau of Industry and Security (BIS), a division of the U.S. Department of Commerce, announced an update to its export control rules and the addition of 123 entities under 131 directories to the Entity List.It is subject to strict export controls, which include 42 Chinese entities and addresses. The vast majority of the listed Chinese entities are Hong Kong or Shenzhen based re-export companies, which are referred to as trading with Russia.

In terms of updating the rules, the BIS expanded the scope of the existing "Foreign Direct Product Rules" (FDP) to extend the scope of export controls to entities outside Russia and Belarus, and the items subject to jurisdiction are not only items originating in the United States, but also items that are American brands. The update targets the transshipment of products such as microelectronics that carry the brand of a U. S.-based company, even if they are manufactured outside the United States.BIS claims that the relevant entities procured these items to support Russia in the Russian-Ukrainian war. In addition, BIS is tightening control of certain software required to operate CNC machine tools to prevent software updates from being provided to relevant tools in Russia and Belarus.

On August 23, 2024, as part of the new round of sanctions against Russia, the US Department of Commerce announced that it would add 123 entities to the list of export-controlled entities, including 39 mainland Chinese and Hong Kong entities and three Hong Kong addresses.

Forty-two Chinese entities and addresses will face tougher U.S. export controls after they are added to the Entity List. All items subject to the EAR (for some entities and addresses, items subject to the EAR and included in the CCL List or Supplement 7 to Part 746 of the EAR) must be licensed before they can be exported, re-exported or (in the territory) transferred to it, and the license review policy is constructive rejection or rejection. For some of these entities, footnote 3 has also been added, applying the "Russian/Belarusian military zui end-user FDP rules".
