National chaos! Port paralysis, freight shutdown! Maersk Emergency Alert

Jul 24,2024

Recently, the outbreak of protests in Bangladesh has lasted for four weeks, social unrest intensified. The government took a number of emergency measures to try to quell the unrest, but the freight logistics system was still severely affected, with ports and air cargo in chaos. Maersk issued an alert that its operations in Bangladesh have been stalled by protests and curfew measures, facing challenges such as online system outages and manpower shortages.

Recently, the continuous outbreak of protest marches across Bangladesh has entered its fourth week, and there is no sign of subsiding. This student protest, triggered by dissatisfaction with the government's restoration of the "civil service quota system", quickly spread and evolved into a nationwide violent conflict. According to Agence France-Presse on July 22, the conflict has killed at least 163 people, aggravating social unrest and unrest.

In response to the situation, the Government of Bangladesh has taken a number of emergency measures, including the imposition of curfews, the interruption of mobile and Internet services, the closure of schools and the deployment of the military in an attempt to quell the escalating unrest. However, these measures seem to have failed to effectively curb the spread of protests and the escalation of violent conflicts.

In this context, Bangladesh's freight logistics system has suffered a serious impact and has fallen into chaos. In terms of port transport, although cargo handling is still barely maintained, the road blockade has resulted in "no boxes to be transported out of the port area" and the normal flow of goods cannot be achieved. At the same time, the port system was paralyzed by the impact, and the shortage of personnel further exacerbated the congestion of the port. As more ships arrive, port congestion is expected to continue to worsen, and customs clearance and cargo delivery are facing unprecedented challenges.

In addition, air cargo has not been spared. Air cargo traffic has been completely halted due to the inability of the customs system to function properly. Coupled with customs clearance and strike action by freight forwarders, the air transport industry is even worse and in trouble.

Maersk emergency alert: operations blocked

On July 22, the Maersk website updated its early warning information on the current situation in Bangladesh. Maersk's operations in Bangladesh continue to be at a standstill as a result of curfew measures imposed by the government due to ongoing nationwide protests and internet disruption.

The imposition of curfews not only restricts people's movement, but also causes online systems and platforms for all stakeholders in the supply chain. In particular, the customs system was not functioning properly and air cargo traffic was completely halted before the Internet system was restored.

At the same time, the port's manpower is extremely limited, and the port's online system is still paralyzed, unable to carry out new online processing or approval updates. The import master manifest (IGM) can only be submitted manually by the team to the port authority, but due to insufficient staffing, the approval or rejection situation is very unstable.

In addition, due to strict curfews in various places, the availability of trucks and manpower has been severely affected, and the container freight station (CFS) cannot operate at full capacity. Despite these serious challenges, the Maersk team is working tirelessly to ensure that the goods can continue to be transported, and is also working closely with partners and authorities to develop special processes to ensure the smooth transportation of goods. The Maersk team will continue to monitor the situation and monitor the unloading of CFS on a regular basis, taking into account available resources and security conditions.
