In the new mode, the manual inspectionThe mode of "double inspection + section chief audit with shift" is adjusted to the mode of "multi-person simultaneous inspection + business backbone review + section chief audit with shift. For example, in the past, six inspectors had to work in pairs and could inspect three tickets at the same time. After the reform, inspection can now be carried out in groups of one person, one business backbone can carry out mobile inspection and review, and six inspectors can inspect five tickets of goods at the same time.
After the implementation of this optimization mode, the manual inspection efficiency can be improved by about.30%-40%. At the same time, it can scientifically and rationally allocate the human resources of the port supervision site, and effectively improve the quality and efficiency of port supervision.
In order to implement the requirements of the pilot reform, Tianjin Customs has selected relatively independent centralized inspection sites that have achieved full coverage of video surveillance to carry out the pilot to ensure full coverage of surveillance cameras, which can carry out real-time monitoring and retrospective inspection of the inspection process in all directions. At the same time, the inspectors wore audio and video law enforcement recorders throughout the inspection process to record the inspection process. In addition, business backbones conduct inspections and reviews of on-site operations, timely guide and solve difficult problems in the inspection process, supervise the implementation of inspection instructions in place, ensure standardized and efficient law enforcement, and improve the efficiency of customs inspection work.
