New amendments to the International Maritime Dangerous Goods Code come into force

Amendments 41-22 to the International Maritime Dangerous Goods Code (IMDG Code) came into force in China. From January 1, 2024, the declaration of dangerous goods carried by ships will be handled in accordance with the new amendments and relevant regulations. The new amendments involve extensive amendments to the Dangerous Goods List and Special Provisions, Packaging and Tank Provisions, Marking and Placards, Transport documents and stowage segregation.

Among them, special attention should be paid to the revision of the packaging requirements applicable to lithium battery goods.

1. Revised P903, P911 and LP906. Adjust the scope of application of P903(2) to make it clear that the requirement of "total mass of 12kg or more" is for a single battery cell or a single battery pack, and make it clear that multiple single batteries or multiple battery packs are not allowed to be transported in the package.

2. Revised the marking of lithium batteries for 188 transport in accordance with special regulations. The requirement to mark phone numbers was eliminated, and it was made clear that the old mark could continue to be used until December 31, 2026.

Volatile organic compounds (VOCs) emission leakage control must meet the relevant standards

The Emission Standard for Air Pollutants from Storage Depots (GB20950-2020) and the Emission Standard for Air Pollutants from Oil Transportation (GB20951-2020) stipulate the requirements for oil and gas emission control, monitoring and supervision and management during the storage, delivery and delivery of oil products and during the transportation of oil products, respectively.

The scope of application of the two standards is crude oil, gasoline (including alcohol gasoline, aviation gasoline), aviation kerosene, naphtha and other oil storage (excluding refineries) and oil transportation.

Oil tankers of 150 gross tons and above newly put into use after April 1, 2021 have been subject to GB2501 standard control, and existing oil tankers of 8000 gross tons and above will also become standard controlled ships after January 1, 2024, and oil and gas recovery devices should be installed.

When the above-mentioned oil tankers are loading at docks with berths of 10,000 tons and above, the oil and gas produced shall be sealed and sent to the oil and gas treatment device for recovery and treatment. During transportation, oil and gas shall not leak.

Relevant enterprises shall carry out the construction or upgrading of oil and gas recovery facilities in accordance with the requirements, and the technical conditions of oil and gas recovery facilities shall comply with the relevant legal inspection technical rules for ships. Vessels that have installed oil and gas recovery devices should do a good job in equipment maintenance, strengthen the use, and prevent malicious deactivation and idleness.
