Recently, the General Administration of Customs has launched special actions to promote cross-border trade facilitation in 17 cities across the country.
According to the unified deployment of the General Administration of Customs, Guangzhou Customs has issued 30 work measures to deeply link up with the reform of the national business environment innovation pilot city, adhere to the equal emphasis on safety supervision and customs clearance convenience, focus on market players, continuously optimize the customs clearance supervision mode, improve the service level for enterprises, support the development of various trade formats, and serve to create a demonstration highland of port business environment. Boost the level of cross-border trade facilitation in Guangzhou, Foshan and other seven cities to a new level.
Qingyuan Customs under Guangzhou Customs investigates customs clearance needs of agricultural products enterprises
In terms of port informatization construction, Guangzhou Customs continues to promote the construction of the Guangzhou Aviation Logistics Public Information Platform (Phase II), the sharing of port logistics information, and the application of electronic certificates to provide enterprises with "Entry Cargo Inspection and Quarantine Certificate" and "Exit Inspection and Quarantine Certificate" Online application, self-service printing and other services. Promote cross-border information exchange and implement online verification of inspection and quarantine certificates with major trading partners.

Optimize the return process of cross-border e-commerce export commodities, and support enterprises to "export in one place and return in the whole country". Optimize the cross-border e-commerce supervision model, promote the paperless filing of export overseas warehouse enterprises, and promote the "first inspection, later shipment" supervision pilot of export LCL goods.
In terms of improving the level of safety and smoothness of the cross-border customs clearance logistics chain supply chain, we will expand the application coverage of "direct lifting" of imported goods and "direct loading" of exported goods on arrival, and support airport ports to explore the innovative mode of "direct lifting" and "direct loading" of pilot aprons. Support the expansion of the "Bay Area One Port Link" model to ports in need, and realize the "two ports as one port" operation model of inland ports, inland river ports and hub seaports by optimizing the convergence of multiple links such as customs clearance and port allocation. In April 2023, the overall customs clearance time for import and export of the customs was 19.8 hours and 0.55 hours, ranking firmly in the top three among the top 10 customs declarations in the country.
