In recent years, lithium batteries have been widely used in personal consumer goods, industrial production, vehicle manufacturing and other industries. China is a big country in the production and export of lithium battery products. Lithium batteries are dangerous goods, and accidents such as fire and explosion may occur during transportation. Its transportation safety must be paid attention.

Definition and classification 1. Li-ion batteryDefinition: lithium ion battery is generally the use of metal lithium oxide or lithium alloy oxide as the positive electrode material, graphite as the negative electrode material, the use of non-aqueous electrolyte battery. 2. lithium metal batteryDefinition: Lithium metal batteries generally use manganese dioxide as a positive electrode material, metal lithium or its alloy as a negative electrode material, and use a non-aqueous electrolyte. Features: disposable battery
In TDG's Dangerous Goods List, there are six UN numbers involving lithium battery goods, all classified as category 9 dangerous goods, as follows:
Regulatory conditions
At present, the HS codes of lithium battery-related products have no inspection and supervision conditions, and there is no need to implement import and export commodity inspection.
Use identification
Although lithium batteries do not need to be inspected for import and export commodities, lithium batteries are dangerous goods. According to Article 17 of the the People's Republic of China Law on Import and Export Commodity Inspection and Article 29 of the Regulations on the Implementation of the the People's Republic of China Law on Import and Export Commodity Inspection, manufacturers exporting lithium battery products (UN Nos. 3090,3091,3480,3481) shall apply to the Customs for the use identification of dangerous goods packaging containers, and use dangerous goods that have not been identified or have failed to be identified, no exports.
Special Items
For lithium battery electric vehicles (UN No. 3171) and containerized lithium-ion battery systems (UN No. 3536), although there are no specific requirements for packaging specifications in various international hazardous regulations, there is no need to apply for hazardous package use identification, but the corresponding safe transportation requirements should be met according to its actual transportation mode when exporting.
International Dangerous Regulations
Relevant international dangerous regulations include the International Maritime Dangerous Goods Code (IMDG), the International Code for the Carriage of Dangerous Goods by Rail (RID), the Agreement on the International Carriage of Dangerous Goods by Road (ADR), the Dangerous Goods Code (IATA-DGR), and the United Nations Recommendations on the Transport of Dangerous Goods Model Regulations, Tests and Standards Manual.

2. The requirements of the packaging guidelines in the international hazardous regulations of the corresponding mode of transport must be met. 3. Lithium battery products do not apply limited packaging, nor does it apply to exempt packaging. 4. Lithium battery products are not suitable for medium bulk containers.
5. If the 188 provisions of the special provisions of TDG can not apply for use identification.

About Label Identification
1. The packaging must be posted with a lithium-ion battery-specific 9A-style dangerous goods label. 2. If posted on the outside of the cargo transport unit, use the No. 9 model dangerous goods label.
3. Lithium batteries or lithium battery packs that comply with the 188 provisions of the TDG special regulations shall be packaged with the "lithium battery exclusive marking".
4. The outside of the lithium-ion battery product should be marked with the rated capacity value in Wh.
Size requirements: minimum 100mm × 100mm, the minimum width of the inner line of the outer edge of the rhombus is 2mm. The line inside the edge is parallel, and the distance between the outer edge of the line and the diamond edge is 5mm. Where dimensions are not specified, all elements shall be approximately proportional to the scale shown. If the size of the package requires, the size can be reduced accordingly, but the symbols and other elements of the label should be clearly visible.
Label elements: symbol (the upper part is seven black vertical stripes; the lower part is a group of batteries, one of which is damaged and caught fire): black; background color: white; number "9": underlined, written in the bottom corner, black. Application scenario: For lithium battery products that comply with the 188 clauses of TDG special regulations, label them as shown in the above figure, and indicate the UN number beginning with the letters "UN"; if there are lithium batteries or battery packs with different UN numbers in the package, one or more labels should be used to indicate all applicable UN numbers.
Size requirements: marked as rectangular or square. The width of the edge hatching is not less than 5mm. In the 21st revised edition of the United Nations TDG regulations, the minimum size has been revised from 120mm × 110mm to 100mm × 100mm. If the size of the package requires, the size can be reduced accordingly, but it shall not be less than 100mm × 70mm.
Label Elements:• The symbol is black (a group of batteries, one of which is damaged and catches fire), and the edge is hatched in red. • UN number here; **Telephone number here. For air transportation, the requirement to display the telephone number on the label will be removed from January 1, 2023. Application scenario: Only packages containing lithium batteries or battery packs can be transported separately by cargo aircraft air transport. Size requirement: 120mm × 110mm position requirement: it is placed on the same side as the category 9 dangerous goods identification, and it is forbidden to cross the side and bend corners.About Product SafetyUnless the exemption conditions are met, export lithium batteries must pass the UN38.3 test and provide a summary of the test.
2. Each battery and battery pack must have a safety exhaust device. If an ordinary accident occurs, it must be designed to prevent damage by force.
3. Each cell and battery pack should be equipped with effective means to prevent external short circuits.
4. Each battery pack containing multiple cells or series of cells connected in parallel shall be equipped with effective devices (e. g. diodes, fuses, etc.) required to prevent the danger caused by reverse currents.
