01Registration Conditions
1. The plant area shall be clean and sanitary, and the roads and ground of the site shall be hardened and free of water;
2. The layout of the plant is reasonable, and the raw material storage area, production and processing area, packaging and finished product storage area are clearly divided and relatively isolated;
3. There is a relatively independent storage place for finished products, the finished product warehouse/area is clean and sanitary, the products are neatly stacked, and the identification is clear;
4. Possess corresponding epidemic prevention and control measures, and the ability to deal with epidemic prevention and control is commensurate with the quantity of exports;
5. Equipped with qualified factory inspectors trained by inspection and quarantine institutions, familiar with the production process, and able to do relevant epidemic prevention and self-inspection work as required;
6. Establish a quality management system or system, including health and epidemic prevention system, raw and auxiliary materials qualified supplier evaluation system, traceability management system, factory inspector management system, self-inspection and self-control system, etc.
02 Registration Process
1. Users log in to the "Internet Customs" integrated platform and can choose IC card login or user password login. No matter which login method, they need to download the control and install it.
2. After logging in, select "Administrative Approval" and "More".
3. Select "registration of production, processing and storage units of outbound plants and their products and other quarantine objects".
4. Select "Application for 26004 Establishment" and "Application for Registration and Establishment of Outbound Bamboo, Wood and Grass Products Production and Processing Enterprises".
5. After filling in the information, you can upload the PDF attachment according to the prompt. The Application Form for Registration of Outbound Bamboo, Wood and Grass Products Production Enterprises can be downloaded from the "Internet Customs" → Service Guide → Administrative Approval Module.
6. After all the information is completely filled in, it can be "temporarily stored" and "declared".
The Customs conducts a comprehensive review in accordance with the statutory conditions and procedures, and makes an administrative licensing decision within 20 working days from the date of acceptance.
Cargo declaration
01 quarantine basis
1. Bilateral quarantine agreements (including agreements, memorandums, etc.) signed between China and the importing countries or regions;
2. The provisions on the quarantine of bamboo, wood and grass products of the importing country or region;
3. China's quarantine regulations on outbound bamboo, wood and grass products;
4. Quarantine requirements specified in trade contracts, letters of credit, etc.
02 Application for Origin Inspection
Enterprises through China's international trade "single window", I have to work → select the province where the goods declaration → exit inspection and quarantine application for declaration.
03fumigation treatment
According to the official requirements of the importing country or region or the owner's application, the goods that need to issue the Fumigation/Disinfection Certificate shall be issued after the implementation of fumigation treatment (the United States, Australia, New Zealand, the European Union and other countries generally require a certificate).
04 Customs clearance at port
After obtaining the manifest, the enterprise can make customs declaration through the "single window" of China's international trade.
Daily supervision
The Customs shall carry out daily supervision and management of enterprises, mainly including:
1. Check the effective operation of the enterprise quality management system and the implementation of epidemic prevention measures in production, processing, storage and other links;
2. Check whether the production, processing, storage and other conditions of the enterprise meet the requirements of epidemic prevention;
3. Check the factory inspection records and the supervision of the factory inspectors on various epidemic prevention measures and corresponding records;
4. Rectification of quality problems by enterprises;
5. Other contents that should be checked.
